In the Prop. 9 amendment to Art. 28, Cal. Constitution, at 28(c)(1), it provides that the victim or their attorney may enforce the rights per Art 28(b), e.g., right to restitution, in trial and appellate court. Do victim's presently have the right to be represented by counsel at the restitution phase of a criminal case (per Victims Bill of Rights in 1982 and Cal. Pen. Cod. 1202.4)
